A First from the T.R. Ministry of Education and ITU: “ITU Vocational and Technical Anatolian High School”

The Turkish Republic’s Ministry of Education (MoE) and Istanbul Technical University (ITU), have signed a cooperation protocol in the fields of information technologies, biomedical equipment technologies, electrical and electronic technologies and maritime. The protocol signed within the scope of MoE’s 2023 education vision on 16th January 2019 on Wednesday, the ITU Vocational and Technical Anatolian High School will be set up and it will be the first in Turkey. During the signing ceremony held at the Süleyman Demiral Cultural Center in ITU’s Ayazağa Campus, the Minister of Education Prof. Dr. Ziya Selçuk, İTÜ Rector Prof. Dr. Mehmet Karaca and ITU North Cyprus Rector Prof. Dr. Ercan Kahya were present.

 

The Minister of Education Prof. Dr. Ziya Selçuk talked about his pleasure at being on ITU grounds and went on to say how ITU has made up the basis of the scientific pool. He also mentioned that ITU is one of the biggest institutions that will move this pool forward. Following his words about the importance of cooperation with ITU, Selçuk continued his speech as follows:

 

“To invite the Ministry of Education to have an institutional cooperation with such an establishment is a valuable thing in itself. When referring to this value, it is possible to say: we are truly having a historical day today. The fact that there is a cooperation between secondary and higher education along with a conversion from an educational approach to a systematic change shows that there is a step in the right direction for a true transition. By moving a school in secondary education within a university and enabling the secondary education students to benefit from the accumulated information within the university, the students will feel as if they have started university or they will feel as if they are in a position where they will start working. Hopefully, we will be able to further this historical cooperation. It is important to point out that this model is a first in Turkey. These types of firsts represent the first link in a chain of improvements to come in the future. The importance of being first also has other values to the ones I mentioned before. If we are to directly introduce the secondary school students to the knowledge of the higher education academicians, the accumulated information of the higher education preparatory school and the contents of the international literature and then introduce an approach similar to job shadowing, we will have created a historical situation where a high school – not to mention a vocational and technical school – is integrated into a university for the first time.

 

ITU Rector Prof. Dr. Mehmet KARACA, announced the good news about the establishment of ITU Vocational and Technical Anatolian High School in his speech. Rector Karaca said, they were all aware that ITU will not only take part in their own development, but also Turkey’s develepment. Professor Dr. KARACA, continued his speech as follows:

 

‘’Our university will be the partner of the social and economic development targeted education innovation project of our country with the cooperation protocol of Vocational and Technical Education. The concept of innovation in education points to both institutional and contextual hybridization. When we look at the publications and works of the Organization for Economic Cooperation and Development (OECD) on innovative educational environments; transition from exceptional innovation to systematic change will be possible by redesigning educational environments and content when cognitive and social processes are considered. As a university, we are establishing 'ITU Vocational and Technical Anatolian High School' within the campus of Istanbul Ziya Kalkavan Vocational and Technical High School. In the recently established high school, we will support the creation of the content of vocational and technical education in order to increase the competence of teachers and students in the fields of information technology, biomedical equipment technologies, electrical and electronic technologies and maritime. With this cooperation, students will have the opportunity to work at the world-class laboratories of ITU, as well as internships in the companies located in ITU ARI Teknokent."

 

The ceremony ended with the presentation of a plaque to the Minister of National Education, Dr. Ziya SELÇUK by the Rector, Dr. Mehmet KARACA.

 

Under the MEB 2023 educational vision, "ITU Vocational and Technical Anatolian High School" will be established by ITU at the Ziya Kalkavan Vocational and Technical High School Campus located in Istanbul. Within the scope of the planned project, the establishment of the Augmented Virtual Reality Laboratory (AVR) by MEB, the in-service trainings of teachers and administrators working in schools will be coordinated by ITU academicians. The project, which is planned to be a school where teachers are mostly composed of academicians, is going to be implemented in the academic year of 2019-2020.
